菲律賓總統杜特爾特訪港　就馬尼拉人質事件正式道歉

正在香港訪問的菲律賓總統杜特爾特（Rodrigo Duterte）周四表示，對於2010年馬尼拉人質慘劇，他以總統身分正式向香港人兩度致歉。
期間他先後用上「非常抱歉」（really sorry）和「我們道歉」（we apologise）等字眼，時隔近八年終為港人送上遲來的歉意。

杜特爾特周四在香港啟德郵輪碼頭的一個與菲律賓國民會面場合提及有關事件時，說以菲律賓總統身分，以及代表菲律賓全國人民，衷心就事件正式向中國人致歉，又指發生有關事件完全是遺憾，並希望以後不會再有同樣悲劇。

他表示：「我希望作出承諾，這將永遠永遠不會再次發生。」（I would like to guarantee that this will never happen again.）。當他提到道歉（apologize）一字時，台下人士歡呼表示讚好。

我身為菲律賓總統，以及代表菲律賓民眾，打從心底正式致歉。（From the bottom of my heart, as the President of the Republic of the Philippines and in behalf of the people of the Philippines, may I apologize formally for you now.）

今次是首位就有關事件正式道歉的菲律賓總統，時任總統阿基諾三世（Benigno Aquino III）拒絕道歉，反指中國亦沒有就當地死亡的菲律賓人家屬致歉，結果惹來批評。而杜特爾特認為，菲律賓需要一段長時間才可緩和中國人的情緒，又認為一直沒人道歉，那麼就由他自己開始。他表示歉意之餘，不忘暗中批評阿基諾三世。

馬尼拉人質事件發生於2010年8月23日，前警員門多薩強行登上康泰旅行社的旅遊巴，挾持車上乘客與當局對峙。事件持續近10小時後以流血收場，門多薩和8名人質死亡。雖然馬尼拉市長兼前總統埃斯特拉達（Joseph Estrade）曾經道歉，但當時受害者家屬認為菲律賓欠他們一個公道。

「中國政府和中國人已經等待良久，首先就讓我來開始吧。自2010年8月發生該事件，菲律賓從沒作出正式道歉。請讓我向在場的中國人表示，我身為菲律賓總統，以及代表菲律賓民眾，打從心底表達正式歉意。我們對於當日事件感到遺憾，並在能力範圍以內，我會確保同樣事件不再發生。我相信需要一段長時間才緩和中國人和政府的情緒……這些生命的而且確在我們的管轄範圍內失去，所以我們需要做的是說一句非常抱歉，我們為此道歉。」

"Let me for the first time...... the Chinese government and the people of China have been waiting for this. There has been no official apology coming form the Philippines regarding that incident that happened in August 2010. May I address myself to the Chinese people who are here, who are with us, join us, from the bottom of my heart, as President of Republic of the Philippines, and on behalf of the people of the Philippines, may I apologise formally to you now. We are sorry that the incident happened, as humanly possible, I would like to guarantee that this will never happen again. I hope this would go along way to really assuage the feeling of the Chinese people and government. So it's only right that lives were lost under our jurisdiction. What is really needed is just to say we are really sorry, we apologise."
